Prior to the revolution in judicial interpretations of criminal law in the early 1960s, the murder rate in the United States had been going down for decades, and was by 1961 less than half of what it had been back in 1933.25 But this long downward trend in murder rates suddenly reversed during the 1960s, and by 1974 the murder rate was double what it was in 1961.26 Yet here, as elsewhere, the first-hand observations and years of personal day-today experience- in this case, by a retired police commissioner- were not merely dismissed but ridiculed by people who relied instead on shared but unsubstantiated assumptions among the elite. For example, much of what is said about the effect of gun control on crime rates in general, or on the murder rate in particular, is based on what kinds of statistics are repeated endlessly and what kinds of data seldom, if ever, reach the general public. It has, for example, been repeated endlessly in the media and in academia that Britain and various other countries with stronger gun control laws than those in the United States have murder rates that are only a fraction of the murder rate in the United States- the clear implication being that it is the gun control which accounts for the difference in murder rates. But a serious attempt to test the hypothesis of an inverse relationship between restricted gun ownership and the murder rate would make other comparisons and other breakdowns of statistical data necessary. Since we know that murder rates are lower in some countries with stronger gun control laws than in the United States, are there other countries with stronger gun control laws than the United States that have higher murder rates?
